Joined MVC staff in February of 1999. She handles anything relating to economic, affordable housing, or demographic information for Dukes County. Responsible for conducting data collection and analysis of demographic and economic data, plus oversees the publication and distribution of those materials. Coordinates workshops regarding affordable housing issues and state programs as well as economic and business/finances seminars. Informs towns regarding grant opportunities and state programs. Assists towns in participating in various state affordable housing programs. Initiates work in cooperation with other island organization such as the DCRHA and MVCC.
Christine has BA in Geography and Regional Planning and a BS in Political Science from Westfield State College.

Paul joined the MVC staff in March 2004, bringing land use planning experience as an Assistant City Planner for the city of New Bedford. While there, Paul was involved in master plan research and analysis, GIS mapping and the design of a new city park.
Paul served summer internships with the MVC and the Town of Edgartown. He also spent several years in the travel and tourism industry.
Paul has a B.A. from the University of Minnesota, and Master Degrees in regional planning and in landscape architecture from Umass.

Mark joined the MVC in October 2002. He is responsible for the overall management of the agency including the planning and regulatory activities, staff, as well as relations with public entities, the media and the public.
Mark is a professional planner and architect from Montreal who has summered on the Vineyard for 25 years. He was educated at McGill University and the Universite de Montreal. For the 15 years before coming to the Vineyard, he was a senior planner at the City of Montreal and Chair/member of a planning commission in Westmount, a Montreal suburb.

Chris came on board with MVC in September 2003. She came to the MVC with over 5 years of GIS experience in the areas of environmental and oceanographic science.
Chris works on MVC planning projects as well as fulfilling special requests from various town boards for GIS related support. She is responsible for all cartography, spatial analysis, and geographic data management at the MVC.
Chris has an MA in Geography from the University of Connecticut and a BA in Biology from the University of Pittsburgh.

Donna-Lee joined the MVC staff as Administrative Assistant in November 2005.
She served in a similar capacity for another organization on the Vineyard and has held marketing and administrative positions in the corporate world.
Donna-Lee is responsible for assisting the Executive Director, MVC Staff and Commissioners in a myriad of organizational and administrative tasks.

Joined MVC staff in June 1991, with professional experience including planning, oceanographic research (marine geophysics), small engineering projects, and government administration.
Manages all aspects of Districts of Critical Planning Concern activities; provides harbor planning and master planning assistance to towns, upon request; Project Manager for environmental research activities, including securing funds, coordinating projects, supervising interns; coordinates environmental review for MEPA and for some DEP licensing activities; coordinates all-Island Conservation Commission sessions
Jo-Ann studied at Smith College and Boston University, and holds BA and MA degrees in Geology.

Started with the MVC in February 1999. Island resident since September 1997 after fourteen years (seven as department director) of Virginia planning experience in both rural and urban communities.
Responsibilities include project management for comprehensive planning efforts, trail planning in conjunction with the Land Bank, energy initiatives, and overall assistance to the director on policy and operations.
Member of American Institute of Certified Planners since 1990. Masters in planning from Virginia Commonwealth University, 1984. B.S. in resource development from Michigan State University, 1980.

Bill has been employed at the MVC as Water Resource Planner full time since September 2000 and part-time since 1990. He was also employed in a similar position with the MVC from 1975 through 1978. From 1978 through 1990 he was employed by the University of Massachusetts Cooperative Extension system as the County Agent for the Vineyard and with the Soil Conservation Service as a Soil Conservationist.
Bill’s focus is on acquiring an understanding of the Vineyard’s water resources such that they can be maintained to the extent possible as sustainable resources in the future. He has expertise in coastal pond water quality, groundwater, local geology and soil types.
Bill graduated from the University of Massachusetts with a BS degree in Geology. He attended Columbia University graduate school where he acquired a Ph.M. degree in Geology.

Jeff joined the MVC staff in June 2003, after moving full-time to their summer home in Edgartown. He brings over 30 years of entrepreneurial, financial and executive-level management experience.
Handles all fiscal, administrative and human resource operations of the agency. Responsible for the oversight and management of the grant process with various governmental agencies.
Jeff has an MBA in Finance from Fordham University and a BA from Hillsdale College.
